One repository policy, two files, four documented agent paths

Agent Repo Control Pack previews, creates, validates, and rolls back a canonical root AGENTS.md plus a minimal CLAUDE.md import. Existing files are never replaced.

## Completion evidence
Completion requires the requested behavior in the working tree plus relevant
validation evidence. A plan or passing unrelated check is not completion.

The shipped template also includes source-of-truth, allowed-change, workflow, and safety-boundary sections. This excerpt is a preview of the policy shape; the paid value is the exact-content preview, conflict-safe creation, structural validation, and exact rollback workflow.

Preview before any write

python -m repo_control_pack preview --root C:\path\to\repo --project-name "Example Project" --verify-command "python -m unittest discover -s tests"

The text and JSON previews include every proposed byte. Apply requires an explicit flag and exclusive creation. Rollback requires the original inputs and removes both files only when both still match the generated bytes.

Verified release scope

Version 0.1.0 passed 22 automated tests plus clean extracted-artifact preview, apply, validate, and exact rollback checks on Windows 11 with Python 3.11. The source parses under Python 3.9 grammar; Python 3.9 runtime, macOS, and Linux were not executed by the seller.
